TVYFL Rules

In general, TVYFL adheres to the rules and regulations outlined in the current National Federation of State High School Associations rule book. There are a few key differences, however, listed below. For a complete listing of TVYFL rules, please refer to the bylaws on the TVYFL site.

All Grade Levels

  • The season begins August 8TH with our first day of practice to be held at the NHS complex and players will be part of NHS non-contact camp. No official practice may occur prior to this date.
  • The first 10 hours of practice will be devoted entirely and exclusively to conditioning.
  • Teams may practice no more than 10 hours per week prior to Labor Day. Practices after Labor Day are limited to 6 hours per week.
  • If there are multiple teams at a grade level, those teams will be equitably and equally balanced. There will be no stacking of teams and there will be no core teams.
  • The maximum roster for any team is not to exceed 30 players.
  • Each team member will participate in a minimum of 10 active plays per game. Kicking extra points and field goals does not count as a mandatory play. Any play ending as a penalty does not count as a mandatory play.
  • All initial contact will be above the waist.
  • Free substitution of players is in effect at all times.
  • Any game ending in a tie will be decided through a modified Kansas Plan.
  • No team is allowed to outscore their opponent by more than 35 points.
  • Quarters are 10 minutes.
  • Scoring values for games:
      • Touchdown: 6 points
      • Point after (run): 1 point
      • Point after (kick): 2 points
      • Safety: 2 points
      • Field Goal: 3 points
      • If there is a forfeit, the offended team wins 1-0.
      • A 15-yard unsportsmanlike-penalty will be assessed for the disregard of TVYFL bylaws, policies or sportsmanship rules. The first violation in a game will be brought to the attention of the head official, the second violation of the same rule will result in a 15-yard penalty, and the third violation will result in the ejection of the head coach.

3rd/4th

  • Maximum age: 11 yrs old (cannot turn this age before August 1st)
  • Maximum weight to carry ball: 100 lbs. in full gear with cleats, but no helmet.
  • Coach on Field: One coach is allowed on the field during the game.
  • Rushing: No rushing on any punt, field goal, or kicked extra point.
  • Football Size: Junior sized footballs.

5th/6th

  • Maximum age: 13 yrs old (cannot turn this age before August 1st)
  • Maximum weight to carry ball: 120 lbs. in full gear with cleats, but no helmet.
  • Coach on Field: One coach is allowed on the field during the first 3 games of the season.
  • Rushing: No rushing on any punt.
  • Football Size: Junior sized footballs.

JV

  • Maximum age: 14 yrs old (cannot turn this age before August 1st)
  • Maximum weight to carry ball: 140 lbs. in full gear with cleats, but no helmet.
  • 8th Graders: No JV team may have more than seven 8th graders.
  • Football Size: Intermediate sized footballs.

Varsity

  • Maximum age: 15 yrs old (cannot turn this age before August 1st)
  • Maximum weight to carry ball: 170 lbs. in full gear with cleats, but no helmet.
  • Weight: Any 8th grader over 170 lbs. must play at the Varsity level.
  • Football Size: Intermediate sized footballs.

There was much confusion last year about the medical release forms. You must complete a TVYFL medical release form and have it signed by your childs Dr. and returned to the Newberg Youth Football League prior to your child being issued football gear this season. A physical will not be accepted in the place of a TVYFL form!!!!!
